I want to grow out my hair like gianluigi buffon and luca toni from the italian national soccer team. About how long would it take to get hair that long? And does that mean that i shouldn't cut it?

I don't know who that is...but as a 48 year old who has grown his hair long numerous times, the secret is to get your hair trimmed regularly, and don't get pissed and cut it when it gets to that "awkward length".
My current hair has grown is from collar to the middle of my back , in just under 2 years.
