I agree with the girl above me. Since my first real haircut I've ALWAYS gotten layers. My advice is to get layers (if you don't have it already) and get side-swept bangs. My hair is about 23" so I know what you mean. My arms get VERY tired in the shower shampooing it.

It matters. If your really girly you should go with the long hair. If your a chola go in between your back and you can scrunch your hair. if your emo or punk/goth cut it in short choppy layers and die it black with bright colors..
